Victoria 3: Voice of the People is the first major DLC expansion for Victoria 3 from Paradox, the studio that brought us Crusader Kings and Stellaris. The game will also be enhanced with beautiful buildings and other graphical tweaks. With all these changes in mind, I can say that this DLC is well worth the price as it offers interesting content. Those who enjoy the base game despite its flaws should pre-order this expansion to receive three bonus historical characters.

Voice of the People is a new DLC for Victoria 3, it brings new historical agitators to the mix with special interactions, new visuals and the history of France during the 19th century.
The agitator system brings to life real world characters that may appear in the player’s country and promote changes that could either help or jeopardize their current plans. It’s up to the player to choose how to deal with the agitators by appointing them as leaders or exile them from the country.
New events and ideologies tell the dramatic history of France during the second Bonapart Empire to the Third Republic and decisions have to be made in order to shape the nation’s future.

Victoria 3: Voice of the People, is Vitoria 3’s very first DLC and first taste of what Paradox is calling Immersion Pack, single country or regions centric DLCs that adds more flavor to the gameplay, although it’s mostly a visual one and this one focus particularly on France.

Voice of the People is mostly named after the mechanic introduced with this DLC and Patch 1.3, which is none other than Agitators, which are over 60 historical figures, which are moving people with their belief and can be used as powerful diplomatic tools, but also become a thorn in our side for those whose beliefs and ideology clash against ours. Although we have the ability to exile the more pesky one, moreover we are also able to invite useful one from other countries. Among them surely shine the Italian Giuseppe Mazzini, the American John Brown and the the German Rosa Luxembourg.

On top of that we have all new visual bells and whistles updates for the UI and World paper map to reflect a more French and baroque style, with several new events that focus on the nation with struggle for the power, with the return of the Bonapartes along with the will for colonial expansion of the nation within Europe, but also outside its borders.

While modestly priced, Voice of the People is also mostly a flavour type of DLC with most of the mechanics, including the Agitators, coming for free with the 1.3 update. BUT the ability to exile annoying Agitators and other interaction with them seems to be locked out with the need to purchase the DLC, forcing player to deal with unwanted Agitators on top of other struggle, both in the game but also with the poor AI, still unfixed bugs and overall lack of content. Moreover this seems to be the first of many bitesized content, that will require several DLCs to more or less have a depth experience in Victoria 3, as if the game didn’t already struggle enough at launch with lack of attention by the developer. Honestly I suggest to wait for more content to be released and opt to buy DLCs packs for better saving, if you enjoy the game but don’t want your wallet to be bleeding.

The success of the base game Victoria 3 was not what Paradox had hoped for. Not catastrophic either, it is now a race against time between updates and quality DLC to restore the game’s reputation. And this is something Paradox knows how to do. It seems to me that Victoria 3 Voice of the People offers some really interesting new features that take the game in the right direction.

We are brought into contact with no less than 60 historical characters emblematic of our history, called the agitators. Reformers, thinkers, revolutionaries, politicians… who more or less succeeded in what they had undertaken! They bring to life the dramatic hours of France, but this can turn to your advantage, it is not an automatic malus of course. The historical acuity sought here allows you to enrich the content, the authenticity of the (random) events that occur and to spice up your games. Orleanists, Bonapartists, from the Second Empire to the Third Republic, many key periods and major socio-political movements are at the heart of the DLC.

I think it looks pretty good and I can’t wait to find out what it’s going to be like.
